I would think a sign like that would draw more attentiona away from the road and cause more accidents as a result.
Any business sign, billboard or anything else along the road can draw attention away from a driver at any time day, night, rain or shine. It's up to the driver to use common sense (excuse me most people don't know what common sense is) to drive below the recommended speed limit in any kind of bad weather.
I think they are brilliant! What a graphic way to remind people to slow down and drive!
