The newer New York City buses have a similar message that flashes in lights at the front where the destination is normally shown. Can't remember what it actually says, but something about calling 911 (the U.S. emergency number).

This has the advantage, I suppose, of keeping attackers aboard the bus in the dark about the message, so they won't try to make the bus driver turn it off.

I saw it only once, on an empty bus barreling down Broadway. Gave me quite a jolt, but as the bus went by, I could see the only person on it was the bus driver, who had apparently pushed the wrong button and had no idea that the message was flashing.
