Taxing Toilet Paper

Omaha Mayor Jim Suttle suggests a federal tax on toilet paper would be an appropriate way to fund sewer improvements.
The city will probably not be able to handle the entire $1.7 billion cost of upgrading its sewer system. By federal mandate, the work must be completed by 2024.
He said he picked up the idea from a 2009 bill introduced by an Oregon congressman that failed to become law.
"I heard about it and said, 'Well, this is simple. Let's put it on the table,'" Suttle said. "It doesn't mean I endorse it."
The mayor brought up the problem of sewer upgrades during a meeting Tuesday in Washington of the U.S. Conference of Mayors. He did not talk about the possibility of a 10-cents-a-roll toilet paper tax.
In Omaha, a 10-cent tax would increase the cost by about 10 percent.

$9,000,000

It turns out a Chicago man claimed a $9 million Illinois lottery jackpot with only a few days to spare.
The winning ticket was sold on the southeast side of Chicago on March 24, 2010, and would have been worthless if not claimed within a year.
Illinois Lottery spokesperson Tracy Owens tells that the man who bought the ticket found it last week in a tax folder and claimed it just in time.
Owens says Irving Przyborski bought a number of tickets and the winner somehow fell into the tax file. He didn't find it until he decided to do his tax returns this year.

Man calls 911 to stop a train
There was no such thing as a free ride for a western Colorado man who hopped a freight train to catch a ride to work.
Glenwood Springs police say the cost for 40-year-old James Salazar was three days in jail after his arrest on a misdemeanor trespassing charge. He pleaded guilty.
The Fruita man was arrested after he called 911 from atop an eastbound train Saturday night. Police say Salazar wanted off the train because it was cold and the train hadn't stopped at his destination.
Police believe Salazar got on board in Grand Junction. The train stopped near Glenwood Springs, about 80 miles to the east.
Police Chief Terry Wilson says he can't remember anyone else ever calling to stop a train.

Only thing taken was a condom machine
A condom machine has been stolen from a closed Bellingham, Washington sports bar, where fixtures are being auctioned off.
Police spokesman Mark Young also says an ATM machine was damaged in the break-in early Tuesday at the old Quarterback Pub. It's been closed for more than a year.
An auction company employee discovered the burglary. It's unknown if any condoms were left in the machine when it was stolen.

Woman gets over a half of a million in trash-injury case
A former Southern California woman who claims she suffered neck injuries from a tossed trash bag full of tissue paper has bagged a $535,000 settlement.
Anne Burdette's has settled a lawsuit accusing a janitorial company of negligence.
Burdette claimed that in 2007, an office cleaner tossed a 3- to 5-pound bag of tissue paper down a stairwell at the UPS center in Anaheim where she worked. Burdette claims it struck her in the head and aggravated an existing neck injury.
Her attorney, Alex Galindo, says Burdette couldn't return to work and has since moved to Hawaii.

Man protest town decision with toilets
A Kittery Maine plumber has put more than a dozen toilets on his lawn to protest a town decision that he feels led to more parking on the street where he lives.
David Linscott says the 17 toilets of various designs and colors outside his home are meant to show his disdain for the closing of an elementary school, which led to more parking near a now-expanded middle school.
He's been displaying the toilets on his lawn since the fall.

Woman steals cruiser, Woman crashes cruiser
Authorities in Riviera Beach Florida says a woman who was handcuffed by police and placed on the back seat of a patrol car managed to drive off in the cruiser, crashing it blocks away.
Police in Riviera Beach said Monday that officers responded to a weekend call of a possible sexual assault, but the woman who complained appeared to be suffering from a mental illness. Authorities say police were still investigating Sunday afternoon when the handcuffed woman squeezed through the window to the front seat and drove off, crashing into a pickup truck soon after.
Both the woman and pickup driver were taken to a hospital, but the extent of any injuries was not clear. It's unclear what charges the woman might face. The Associated Press doesn't identify possible victims of sexual assault.

What comes around goes around
A Boise, Idaho man suspected of stealing a wallet from the desk of a prospective employer has been arrested after calling police to report that his wallet was missing.
Boise police realized the man who reported the missing wallet matched the description of the suspected wallet thief and arrested 25-year-old Daniel Damico on suspicion of burglary and grand theft.
Police say they believe Damico disposed of the stolen wallet, but used a credit card to buy tobacco at two stores. It was when he was leaving the second store Tuesday that he thought he may have dropped his own wallet.
Police recovered the credit card and the stolen wallet. Officers suspect someone else found Damico's wallet. It has not been recovered.

Man gets jail time for bringing beer to court
Authorities say a Monticello, New York man appearing before a judge on a felony drunken driving charge arrived at court an hour and a half late, drunk and carrying an open can of beer.
Sullivan County Deputy Sheriff Eric Chaboty says Keith Gruber of Swan Lake had four unopened beer cans in his bag Monday when he tried to walk through the metal detector at the county courthouse.
Judge Frank LaBuda asked the 49-year-old Gruber if he enjoyed his "liquid lunch." Gruber said he did, and then said he was sorry. The judge revoked his bail and sent him to jail, where he remains.

Boy claimed shooting to cover up torn pants
Salt Lake City Police say a 14-year-old teen from Salt Lake City, Utah was trying to cover up for falling and ripping his new pants when he reported a bullet grazed him.
South Salt Lake police Sgt. Mikael Wersland said that the teen reported the shooting. Police say 10 people were questioned and told the police they did not hear any gunfire in the area at the time.
Wersland says the boy "fell down and tore the knee" of his pants, but lied about being grazed by a bullet because he didn't want to get into trouble. The sergeant says the teen only suffered a "scrape where he fell down."
The boy’s identity has not been released. It was not immediately known whether he would be charged with any crime.

Boston turns Restroom into Eatery
A former public restroom in an historic Boston park is being turned into a sandwich shop.
Don't get grossed out. The 660-square-foot "Pink Palace" on Boston Common built in the 1920s hasn't been used as a restroom in decades.
City officials announced they have agreed to a 15-year lease with the Florida-based Earl of Sandwich chain for a takeout operation at the site. The goal is to open the shop later this year or early next year following renovations.

Church Lottery
A Hamilton, Ohio church that gave away $1,000 to fill more pews last Easter Sunday says it will do it again this year.
Lindenwald Baptist Church in Hamilton draws names to award $500 each to a member of the congregation and a guest.
Pastor Randy Moore says the southwest Ohio church had hoped for 1,000 worshippers last year, when it made the offer for the first time. It packed in 1,140 - more than double the usual Sunday attendance of around 500. Moore says a crew had to direct traffic in the parking lot.
Easter falls on April 24 this year. The pastor says given the economy, the church will continue the cash giveaway to provide a financial as well as a spiritual blessing on the holiday.

Stolen ostrich runs all the way home

An ostrich stolen from a farm in Romania showed homing pigeon skills after managing to escape from her captors to run all the way home at 40mph.
The big flightless birds, native to Africa, are famous for their ability to run at high speeds but are not so well known for their homing skills.
But one lucky ostrich in Romania managed to navigate all the way back home after being stolen by rustlers.
Owner Florin Diaconescu, 47, was very relieved to see her return back to the farm and was amazed at how she had managed to return by herself.
'I had given her up as gone forever,' he explained.
'But I saw this cloud of dust heading towards the farm and she came running into the yard as fast as her legs would carry her.'

Stolen ATM found with an abandoned pickup
Police in Florida said an ATM stolen from a bank in an early-morning burglary Friday was found on the bed of an abandoned pickup truck.
Miami-Dade Police said they responded to a burglar alarm at the Community Bank of Florida in Homestead just before 5 a.m. EDT and discovered a stolen backhoe near the drive-through lanes and an empty spot where there should have been an ATM.
Police said the ATM was found less than a mile away with the abandoned pickup truck. They said the money inside the machine was untouched.
"Once these individuals obtained this ATM, they need the proper tools to get into the machine. These machines nowadays are stronger then ever, some are even equipped with GPS."

Man used pepper spray on police officer
Authorities say a Sheffield, Iowa man used pepper spray on a police officer.
Officers had been sent to a Sheffield residence just before 7 p.m. Sunday. The reason for the dispatch was not clear.
The man was identified as 49-year-old Robi Meyer.
A Cerro Gordo County jailer says Meyer remains in custody on Monday. Online court records don't list the case yet.

"Pedobear" Stars In Convicted Sex Offender's Ad

A Florida computer repair business with the unfortunate name “CP Distributor” paid $240 for an ad in a coupon book that was distributed earlier this month.
It also includes a graphic of a bear holding a laptop adjacent to the firm’s name (the “CP” is in a larger type size).
The company’s ad shows the firm’s computer cleaning and diagnostic services.
The bear pictured, though, is no ordinary mammal. It is actually “Pedobear,” an Internet meme that is shorthand for pedophiles, perverts, child molesters, child porn aficionados, etc. Pedobear, of course, is positioned next to the oversized letters “CP”--the acronym for child pornography.
The advertisement, it appears, was an inside joke by whoever designed it for America’s Favorite Coupon Book, which distributes monthly coupon books in various Florida counties.
The owners of CP Distributor, though, are not laughing. Especially since one of the firm’s principals, records show, happens to be a convicted sex offender who spent seven years in prison for sexually assaulting a child under the age of 12.

Men test-drive truck to junkyard
Two Kentucky men who sold a truck they had taken for a test drive to a junk dealer saying it wouldn't run have been indicted on theft charges after the dealer started it up.
A Lewis County grand jury indicted Patrick Hinton, 23, and Christopher Case, 24, on theft charges after the January incident.
A police report said the men parked the truck a short distance from the junkyard and told an employee the transmission was out.
Police say the wheels were removed and the junkyard paid the men $512, but when they left, the employee was able to start the truck and put it in gear.

Pit bull chases patrol car; officer radios for help
A Fort Walton Beach police officer radioed for help after a pit bull began chasing his patrol car. The large reddish animal was wearing a spiked collar. An animal control officer responded and found the officer still in his car, waiting for help.
"He looks big and scary but he's not big and scary at all," said Dee Thompson, director of animal control services. The animal willingly went with the animal control officer, who contacted his owner. It was the dog's first encounter with PAWS.
Animal control officers said the dog was wiggly and happy, responding to baby talk and playing with a green frog chew toy while waiting to go home.
His owner came to get the animal within hours, calling him "my baby." He works the night shift and hadn't realized the dog had gotten out.

Man who cheated on girlfriend humiliates himself
The man caught cheating paraded through a town wearing a board declaring his regret in a bid to win her back.
Joe Page, 26, from Brighton, wore a sandwich board expressing remorse and apologizing for his infidelity.
His girlfriend, Jess Little, had discovered on Facebook that he had met another woman for a secret date.
Mr. Page immediately sought to make amends by striding through Brighton wearing the board which said: “I cheated on my girlfriend. I am humiliating myself to show I am sorry.”
On the back, it said: “I love her so much. I will do anything to get her back. I am so sorry.”
Mr. Page, a comedian, said his efforts received a mixed response.

NYC refuses unicyclist's lawsuit
New York City is fighting a $3 million lawsuit brought by an unicyclist who's taking issue with a technicality (Loop Hole) in city code.
Circus performer Kyle Peterson was issued a ticket in 2007 for violating an ordinance that prohibits riding a "two- or three-wheeled device" on sidewalks.
He filed the federal lawsuit against the city claiming his rights were violated because he was riding on one wheel.
Both summonses were dismissed but Peterson says he wants the freedom to ride his unicycle.
The city filed a motion to dismiss the suit this week, saying the law was intended to protect pedestrians.
The city says the difference between a bicycle and a unicycle "is negligible."

Police in Topeka, Kan., say one holdup suspect's unique outfit made it easy enough to find her - because she showed up hours later wearing the same clothes to watch the city's St. Patrick's Day Parade.
The 26-year-old woman was taken into custody after an officer spotted her watching the parade along a downtown street.
Authorities believe she entered a convenience store around 3:30 that morning holding a screwdriver and demanding money from a clerk.
Surveillance tape showed her leaving the store in a bright blue warm-up suit with a broad yellow stripe - the same attire the officer noticed along the parade route hours later.

Police recover $1.5 million in stolen condoms
Police in Kuala Lumpur, Malaysia say they have recovered about 700,000 condoms that were stolen while being shipped to Japan two months ago.
Police Chief Mohamad Shukri Dahlan, of Malaysia's northern Perak state, says authorities found hundreds of boxes of condoms at a warehouse and a home last week. Police arrested six men who were storing the condoms in hope of eventually selling them.
Mohamad Shukri said Thursday some of the suspects work for a company that was transporting the condoms from a factory to a port. They face 10 years in prison if convicted of corruption.
He says the condoms will be returned to Sagami Rubber Industries, one of Japan's biggest condom makers.

Condoms from Condom
A French court has banned a company set up by a descendant of King Louis XIV from selling luxury condoms described as from the southwestern town of Condom.
The court in the nearby city of Bordeaux banned the continued sale of condoms under the brand “The Original Condom from Condom, France.”
"It is clear that the use of the name, the image and the renown of the town of Condom, without its knowledge, for entirely commercial ends is manifestly illicit," said the judge's ruling.
French royal descendant Charles-Emmanuel de Bourbon Parme and count Gil de Bizemont have been selling their "luxury eco-friendly" prophylactics mainly in the United States since 2009.
The company is headquartered in the medieval town although the contraceptives themselves are manufactured in rubber-rich Malaysia.

Dairy product yields condom surprise
A woman in western Sweden who drank two cups of milk has been unable to eat for days after a condom later slipped out of the package of the popular Swedish dairy product.
Milica's mother discovered the additive as she was pouring the last of the container of filmjölk, a sour-tasting fermented milk product popular in Sweden, to give to her dog. The remaining creamy, yoghurt-like liquid, a condom, its packaging, a pink-colored plastic ring, and a receipt squirted out into the dog's dish.
The Arla rep theorized that someone in Milica's home may have placed the condom in the package as a prank, something which she says couldn't have happened.
The package has since been sent to Arla for analysis, but spokesperson Katarina Malmström is doubtful that the condom ended up in the filmjölk during the packaging process.
"It's impossible…there's not a chance."
"The first thing we need to do is confirm what exactly was in the package," said Malmström, who theorized that the incident could have been the result of sabotage.

Police found $4M stash in bottled water truck
Tennessee Highway Patrol officers say they have seized more than $4 million in cash in duct-taped bundles hidden in cases of bottled water in a tractor-trailer, prompting the arrests of two California men.
A highway patrol statement said the tractor-trailer was stopped Saturday on Interstate 40 in Tennessee's Cumberland County. Police say officers using search dogs found duct-taped bundles of cash inside the bottled water cases in the trailer.
Federal authorities say they charged 42-year-old Armando Guzman of Monreno Valley, Calif., and co-driver 44-year-old Francisco Javier Cruz of San Jacinto, Calif., with interstate travel with intent to promote a drug trafficking conspiracy.

Man arrest after he tries keys at wrong house
A Spokane County sheriff's spokesman says an alcohol-impaired driver twice tried his house keys in the front door of a home that wasn't his.
Sgt. Dave Reagan says a woman resident called 911 Tuesday morning to say a man had parked in her driveway and was trying to open her door. She watched him drive away, then return, park and try again.
Reagan says 56-year-old John Stephen Cullen was arrested and booked into the county jail for DUI. Cullen's home is on the other side of the Spokane River, about a mile away.

Panty bandit gets prison time
A teenager who broke into Lakeview, Oregon homes and stole young women's underwear has been sentenced to 4 1/2 years in prison after a judge revoked his probation.
Lake County District Attorney David Schutt says Rodger Clint Lee Vanwormer Jr. burglarized homes in Lakeview in 2009, taking only female underwear, which was later found in labeled plastic baggies in his room.
Vanwormer pleaded guilty to 10 counts of first-degree burglary and was placed on restrictive 36-month probation. Schutt says that terms included sex offender treatment and no contact with minors.
Vanwormer's probation officer recently moved to revoke the probation. The district attorney says that among other violations, the now-17-year-old offender had been terminated from sex offender treatment for lying and was sentenced to prison.

Do You Know Where Your Heroin Been?
Scranton City police have charged a 27-year-old Scranton woman with possession of heroin, including some that was hidden in her body cavity.
Karin Mackaliunas, 27 was involved in a car crash in the city and was taken into custody by Scranton police at the request of Dunmore police for an alleged theft at a Dunmore hotel. While in the back seat of a police car, she “was moving around and putting her hands down her pants.”
Officers searched Mackaliunas and discovered three bags of heroin in her coat pocket and placed her under arrest for criminal charges in Scranton. While transporting her to headquarters, Officer Nancy Baumann allegedly saw her continue to move around in the back seat of the vehicle.
Mackaliunas admitted to police after several denials that she had more heroin in her possession, according to the affidavit. She put her hands inside her underwear and instead of getting the drugs out; she was attempting to shove them inside her body. She told police there was a pocket inside her underwear that she was trying to remove the drugs from.
Mackaliunas later told Scranton Police Sgt. Mike Mayer that she concealed more heroin inside her body. She was taken to Community Medical Center by ambulance, accompanied by Mayer. He returned to police headquarters with 54 full bags and 31 empty bags of heroin marked “Black Magic.”
