No they meant child. It is somewhere out in Mexico.
If you look at the sign on the ground it also says "Child Bear"
If this was the case I would say maybe Russia since they have a thing for bears. But I'm not sure about the other language doesn't look Russian to me.
It's in India most likely. One of the languages across the top is Hindi.
